Energy support

I live in a hmo with pound coin meter my landlord empties meters once a month to pay electric so how can I get help with electric there is no gas

    At present you can't. You are on a private meter. To get the EBSS £400 you need an account on a residential supply.
    Your LL may be on a commercial tariff, so he may not be getting it either. If he is, then you can only ask him to repay you a share of the amount, presumably split across the other private meters.
    But he's not obliged to. However, he cannot resell at a profit.
    It's expected that you will be able to apply for equivalent support to the EBSS at some point this month, via the .gov site, but the details are awaited.

    Energy bills support in England, Scotland and Wales via EBSS Alternative Funding and Alternative Fuel Payments

    As well as this support for homes across Northern Ireland, the government has also announced details today for how people in England, Scotland and Wales without a direct relationship to a domestic energy supplier, including many care home residents and those living in park homes, will receive a £400 discount on their fuel bills through the Energy Bills Support Scheme Alternative Funding (EBSS Alternative Funding).
