using debit and credit cards in Argentina

I read that Argentina introduces a new exchange rate for using credit and debit cards, that called tourist exchange rate that is double than the official, for example if the official rate for GBP is 216 pesos to GBP the card rate is over 400, but i couldn't fine any information on the cards websites and when chatted to the card providers, they couldn't answer, can anybody give me more information?

using Mastercard's conversion tool they still aren't applying the preferable rate for tourists but Visa is on their tool.
Most banks use the networks rate plus a margin0 -
i heard that with matercard, they charge official rate rate and than refund the difference0
