Is Scotland`s National Entitlement Card website working?

I have been trying for nearly a week now to access the NEC site so I can apply for my over 60s bus pass. I cannot get signed in. Whenever I try to, I either get a blank page or the "Sign in" button. This happened on both my Chromebook and Iphone. I contacted NEC on Twitter (the only contact I could find) only to be tol by them to contact the website owner for guidance!
Has anyone else encountered this issue? Thank you

     When I go through this site it tells me to consult  my local council website.

    When I had to change my address, so a new card, it was done on the council website or local library.

    It does depend where you are as to how you apply.  In Glasgow you apply through the SPT website, or get a form from the Post Office.

    Thanks for input above. I am aware of that having applied for my last card at the local council office. Where I live, the only 2 options were via the NEC website or the local council office.
    My problem was with the website which has miraculously resolved itself this morning, a few hours after I contacted the helpdesk. All good and card now applied for online.
