    It may be worth you looking at HMRC website, as that says you send the IHT400, 421 etc to them, wait 20 working days, then apply for probate. I may be wrong, but I think you will find that HMRC and Probate are separate bodies and until HMRC approve the allowances the probate office will do nothing.

    The IHT forms need to go to HMRC, the original Will goes to probate office so must not go with the IHT forms. HMRC have to confirm to the Probate office that no tax is due before probate can be issued. Online submission of probate may be quicker but they will have to wait on HMRC - best to prioritise all the tax forms then turn to the probate application.
