Parking Warning Notice

I received a Parking Warning Notice yesterday at work. Must admit it was my fault I changed my car over Christmas holidays and totally forgot to change my parking permit over to the new reg via the online portal (come on I was on holiday after all). I went to park as I normal paid the online parking fee via the portal which didn't actually work. I had to leave the car go into the office and do it there but it did finally work.
I come back to a Parking Warning Notice. My question is I thought they had to call it a PCN if they were charging you? I received a Warning Notice previously for double parking on a driveway (another story completely won't bore you) but that was literally just telling me not to do it again.
