IANAL . Dunno if legal.
Classic example is someone buys property with tenants remaining. Instructs solicitor/conveyancer to work at minimal costs. Unlikely they will issue notice(s) compliant with s48 or s3 so no rent due (s48…) and possible fines and criminal offence (s3).

Wouldn’t solicitors normally file electronically via the Government Gateway?
