I’ve completed many PIP assessments without a PIP2, as there are several reasons why a completed form has not been received. Hence the word can and may, as a warning to the Op. It is therefore important for them to take some action, even if its appointing an appointee. I realise you used the words "can and may" but just so the OP knows, this doesn't apply to everyone. If there's a mental health marker on file then yes the application can proceed without the forms being returned.
On of the first questions I was taught was “did you need help completing the form” so if a family member helps, guides or completes the form for her, it should be reflected in the assessment,Proud to have dealt with our debtsStarting debt 2005 £65.7K.
