Emergency cover - No longer cover for roof damage

I am finding as I shop for home and contents insurance this year on the comparison sites that the emergency cover no longer seems to cover for storm damage to the roof like they used to. Why would this be ? I don't think it is worth upgrading to this if they omit roof cover. Probably one of the most important things you would need covered.

1) The struggle to meet demand as storm damage often hits multiple properties and approved suppliers can only deal with certain numbers of concurrent losses. This leads to complaints, compensation etc
2) Adverse claims experience means prices would have to go up (notably), its felt that consumers are too price sensitive and are likely to go with the lower price with less cover than pay more for better cover1 -
There just seems to be no way of adding roof damage to any of the emergency cover options with all insurers.0
