Is there an explanation for this apparent meter bypass?

Just did the reading s for my GFs flat.  There are 43 flats all in one meter room. All have meters in circuit except for this one? Is there probably another reason for what looks like a meter bypass?

    It's not connected at all, so there's no need to measure usage?

    If as a teenager you wire up a stereo incorrectly in a friends garage and blow the house electrics and cause the meter to fail on xmas eve the nice man from the DNO may install something similar as a temporary measure....

    The fact that the Henley blocks have got WPD seals on them would indicate that it's legit.

    But then on the other hand.....

    It probably is a meter by-pass, but I've seen that done before when the meter was faulty and they didn't have any replacements to hand, the usage was estimated on the bill later on as it couldn't be calculated - they didn't get it for free.
