Whilst it may have been changed I think you would have been told as any change to the registered ownership before December would have involved your Dad. 

When step Mum died the legal ownership passed to Dad. Probate not needed for property and TIC affects their beneficial ownerships. Whilst the register may have been updated any change say from Dad’s name to him and her executors would have required him to transfer the whole legal title. 

If nothing was changed now Dad has died probate is needed as the property forms part of his estate. His executors then deal with the property in accordance with both wills and wishes of the beneficiaries. 

So whilst it may have changed I suspect not as TIC/wills protect each beneficial interest and it’s now that those can be realised

I’ve checked and the property is in both Dad and step-mums names.
