Got a PCN notice from " Horizon Parking "
It says my vehicle exceeded maximum stay period which is 3 hours. I know the carpark and the rules very well as I've lived here for years and use the car park every day.
The letter seems legitimate as it has a photo of my car entering and leaving
On the entrance it is dark, and on the exit photo it is light
It says I entered at 6:24am and left at 10:05 am which is four hours. I've never in my life parked there for 4 hours.
I know that I entered at 6:24AM but I was back home about 6:40am. I checked my bank statement for that day, and I had sent money across to my current account ( about 640AM ) which I only ever do at home. So the longest I was in the car park would have been the usual 10 or 15 mins whilst doing some daily food shopping.
If I genuinely did overstay, I would be happy to pay the "reduced" fee of £30.
Due to it not being a huge amount of money I am willing to pay it this time.
The only thing I can think of is that my rear plate could have been slightly muddy and therefore didn't clock me leaving the car park. I must have returned later as there is photographic proof, but this would have been a seperate visit, well after the " No return within an hour " rule

This is called, on here a Double dip and is a common issue with ANPR systems - othing is done to resolve the issue as issuing parking charge notices for double dips helps the parking companies to make more money.Quick question that may be of use : Do you have a smart phone and can you go bacl through your location history?dont worry if not, but every little helps.something like this:To Horizon parking, re parking charge notice XXXXXX isued to vehicle reg number XXXXNotfication of unauthorised access and processing of personal data.You have accessed and prrocessed my ( as registered keeper of vehcile XXXX) personal data without just cause and this is a breach of relevant data protection regulations , namely but not limited to data acuracy as covered under GDPR legislationYou appear to be relying on an inacurate autoamted data processing system (ANPR) without taking any reasonable steps to ensure the data gathered by this system is acurate ( ie regular foot patrols and staff on the ground at the entrnces/exists to the car park manualy checking the data provided by the system)As a result of your flawed systems you have breached relevant GDPR legisaltion and have caused a degree of stress, and worry to myself as registered keeper.As a gesture of goodwill i will be willing to accept from you a full and un redacted apology, re- asurances that the ANPR system will be decomisioned until steps can be put in place to ensure its acuracy, as well as compensation to the value of £250.I look forward to your reply on this matter and confirmation that you will promptly accept my gesture of goodwillFrom the Plain Language Commission:

However for the first visit, it just says " missing travel " whilst I was at the car park which is very odd.
On Horizon Parking website there is a section to " appeal a PCN ". Should I go this route ?0 -
Of course. This is explained in the NEWBIES thread.
Which you really do need to read first, otherwise you'll tick DRIVER which you categorically MUST NOT do with Horizon, nor do you add any words implying who was driving.
The reasons are fully explained in the FAQS and Horizon are named there, as a PPC who can't hold a registered keeper liable.
Of course upload the driver's Google Location and redacted bank activity evidence but it is 'the drivers' not yours. You are the registered keeper appellant.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If you are thinking of sending somethig similar to that which i typed out earlier ( come up with your own wording) on the horizon website, you need to add in that this is not an appeal, as there is nothing for you to appeal .Why should you "appeal" to them, when this is a direct reesult of their own incometecnce and failiures?You can / should also go after the landowner/car park owner ( ie supermarket) with somethign similar, reminding them that they are jointly liable for the actions of their agents including any GPR breaches caused by defective ANPR systems, and if their agents will not agree to your gesture of goodwill, you will be expecting ( for example if it was a supermarket) the supermarket to fulfil this , abd you will be prepeared to pop in and ask for the money in cash from the customer services deskOne more thing, do not !!!!!! foot about and worry about not being polite, these scumbag companies, and those who allow them to operate treat people like poo on a shoe walked over a new carpet , treat them with the respect they are due - zero, nil, nothing.From the Plain Language Commission:
