Parking Fine - Asda Farnborough Horizon

Hi all,

Would much appreciate advice on my parking fine from august 22 for ‘failing to pay for full duration of stay’. First notification I have received (and therefore my first knowledge of the fine) was a text from debt recovery plus. Have now received letter (21/12/22). I have no PCN reference number because I never received a ticket and have no NTK either. 

How do I complain and appeal to the store manager? I have read most of the newbies thread and have seen the complaints template.

    It is not a fine.

    You have a PCN reference number (which you should redact) that you can use in correspondence.

    Complain to the ASDA manager and CEO, and the landowner if different, and your MP.

    Check that the address on your V5C is correct. Don't guess, go and look. Have you moved recently? That's the most common reason for a PCN to go missing.

    Send an SAR to Horizon as per the NEWBIES advice. Include non-photo proof of ID such as the V5C it if has correct details, or a redacted bank/car statement or redacted utility bill.

    Do not under any circumstances identify the driver as Horizon don't always use PoFA compliant NTKs.

    First of all, this is not a fine, and there is an importatnt distinctione between a pakring charge notice, a penatly charge notice and a fine.

    If this is your first notification of a pakring charge notice, then have you hcanged address at any point? is your V5C up to date - as well as your driving licence?

    Next, you say its "‘failing to pay for full duration of stay"  please can you elaborate? was this a pay and display car park, did the vehcile over stay or other ?
     Was this ASDAs car park, or a shared car park on a  retail site?

    Horizon and Asda are not normal bedfellows (ParkingEye are Asda's preferred operator), so I suspect this is a multi-outlet retail car park, and if so, the most likely contact for a complaint should be the sites Managing Agent. Their name is usually on the large totem sign that lists all the retailers at the entrance to the car park.

  • I see - this is a parking charge notice. The PCN number is HP… (thanks for the redacted heads up) 

    Moved house 2years ago, have updated my driving licence but did not actively update the V5C. 

    I didn’t realise that you had to pay so must have driven in and driven out without, I Suspect, logging a number plate? But I can’t remember even going and I think I’ve only ever once parked there before and it was free. 

    All I know is the creditor is horizon so I assumed I would deal with them. It is however a multi-retail park so I think contacting the site manager may well be a good idea.

    Yes - complain to the site manager and get your V5C changed now, online. Takes minutes.

    Apart from that, ignore Horizon, DRP and CST Law letters.  Search the forum for the letters and don't post about the debt demand threatograms here, please.  We've seen them all before!
