I would doubt the decision was made by your manager. Assume she has at least discussed this with the relevant people in your department and this is the feedback.Unfortunately think you’ll have to leave. Start looking for a new job0

Before you email your boss's boss (if you haven't already), think about what kind of relationship you have with your boss's boss first. Do you have any working relationship with them? Do they even know who you are?
Given that you have a grievance or complaint against your boss (although I don't suppose it's 'official') your boss's boss should take it seriously and provide you with a response, but it's more likely to be favourable if they're familiar with you and your good work.
