Is it easy to screw into a UPVC window frame? Do i need to use a drill to make a pilot hole or can I just screw straight into it with my electric screwdriver? I take it the old holes can be siliconed in?

Yes thats how Hillary's fit them
The way is to drill a hole for each screw with a tiny diameter drill bit so the screws have something to bite on maybe 1/16th or 2mm
You will need to do it carefully or you will snap the bit.

There are very strong double sided adhesive tapes available. I would use those to reposition initially, until you are happy with the location, then just drill a pilot hole into the window frame and use self tapping screws to hold it permanently in place.
