Tax refund?

Hi all.
We both work for the same company and we are on a relatively low income, though he earns a bit more than me, so now I'm wondering if I'd be eligible too. But I've never heard of this before. Is this some new thing?
My friend says the accountant applied for him, then he received an UTR by post and had to provide P60 for the last 3 years, plus bank details.
I was never really interested in taxes too much. Last time I tried to claim anything was I think in 2015 but I wasn't eligible because I was simply earning "too much". Since then I didn't really care anymore.
About a month ago, my friend wanted to borrow £350 from me because he needed "to pay an accountant for tax refund she did for him". I first thought it was some scam because he needed to pay upfront. You would be better posting in Cutting Tax forum. However without knowing your circumstances and your friend's circumstances it's impossible to offer any advice about what might give rise to a refund due. I infer it is a claim for some allowance.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0
