    It doesn't sound as if the estate will have to pay inheritance tax so the £3000 a year exception is irrelevant.
    If you do give money away on his behalf and he is still living when his capital is reduced to such a level that the council might pay, they will assess him as still having the money that's been given away. 
    How will the family continue to fund his care if that happens?

    Yes, the money needs to be kept for future care home fees.
