Self assessment tax incorrect penalty

I’ve received a penalty notice of £1300 for a self assessment tax penalty dating back to the year 2016-17. I have never been self employed, and I have always been paid by an organisation through the PAYE system so i’m unsure why I would even have a Self assessment to complete!
HMRC are now deducting the amount owed through my tax deductions in my wages between now and April 2023. Which I cannot afford!
I have tried phoning them, I spoke to one person who then transferred my call and the call ended! I’ve used my online tax account to try to resolve the issue with no joy as this has already been deducted from this months wage.
any help or advice appreciated.

There can be lots of reasons why people need to complete a tax return.
Try phoning just before 8am and find out why a return was needed, that would be a good start.0 -

Is this a penalty for not completing a self assessment tax return when asked to do so?
Have you not had reminders/ previous penalty notices before. HMRC do not immediately go to debiting from wages.
Does HMRC have your current address on record?
Note it is not a self employed tax return . It is a self assessment tax return , which can be used to assess tax due on anyone, not just self employed.
If you had an underpayment of PAYE tax in that year an SA return could have been issued to bring out the charge payable.
What does your personal tax account show as the tax position for 2016/17.0
