If it's a flat or maisonette, even an old one, it would have to be rather large to potentially count as high energy cost. The kind of housing you describe, if I've understood correctly, would unlikely be large enough to count unfortunately.1 -

I can't estimate the type of property it is as a house built behind some shops and there's two or three flats/houses are joined together and the friend's is adjacent to a "normal" built house on the corner of the road. I'm no building surveyor but hopefully, I explained it well enough for you to get the gist.
It doesn't help that the tenant has taken off all the doors in the house so that he could have his furniture brought in over the years, but didn't bother putting the doors back on. When I've explained about their heat escaping, he didn't seem to appreciate what I was saying. He did agree to put the doors back on, but that remains to be seen. I've also advised them to Heat the Human, Not the Home but they don't seem to get it, despite some of the family wearing T-shirts and shorts!!!??? but the friend says they're paying £30 every two days on their PAYG meter (gas).

£15 per day in the recent cold weather is no so excessive, given what you've described. An EPC lasts ten years and would have been a statutory requirement at the start of the tenancy. It does not have to be renewed unless the tenancy ends and the property is re-let. It will then need to be rated E or higher. From 2025, rising to C.No free lunch, and no free laptop1
