Help required for INR request opened

Just got a request for INR.
I have to respond by 23rd December.   Would that be by the end of the day (midnight 23rd) or to the minute when the request is opened?

I have messaged the buyer to confirm address etc as it seems like student halls but he has not responded yet.  I have this feeling that if it is student halls, he might have left to go home so he will not know if the package has been delivered in the last few days.  Can't do anything till he responds so I was wondering how much time I have before I take action.

    Have you got proof of delivery? If so, add the tracking number to the case as you should win an INR.

    As for your question, I believe that it's to the minute that the case was opened.

    No  proof of delivery unfortunately.  It was a large letter size which did not have tracking.

    There is no postage delivery on the 23rd so very little point in risking going to the wire with this. Ask them to confirm on the 22nd whether it has arrived and potentially look to refund then.

    Do you have Certificate of Posting ? If so, safest thing to do (well, it's what I would do) is refund, and claim from Royal Mail. Cover is up to £20, but RM will ask for item listing number - probably to check the claim isn't for more than it sold for.
