Warm Home Discount - no EPC - how will this affect the decision?

I know the eligibility criteria have changed for the Warm Home Discount so did the self assessment online. It said it was unlikely I'd get it. I got the same answer when I called the WHD scheme number at the DWP - the guy said he couldn't find my address on his system so it looks like there isn't an EPC (Energy Performance Certificate) for my property. When I called my landlord (housing association) they confirmed that the EPC ran out in 2017. They also seemed absolutely definite that having one would make no difference (this was their welfare advisor - not particularly sympathetic!)
Is the EPC absolutely essential for the decision to award WHD this year? I feel it's rather unfair if the DWP are basing their decision partly on information provided by the EPC when I don't have one.

I checked my EPC online and it had expired. Apparently the WHD still use the expired figure0

It's not a factor used in the initial, main calculations. They use age, type, and size to determine whether a property is likely to have high or low energy costs. (No nuance whatsoever.)
The EPC should have the size of your property (although the actual size used in the WHD calculation is slightly smaller for flats and larger for houses), and the full info would have the age of it. You can find where your property might fall in this table0 -
Although it's expired, they still use it. Mine has also expired in March this year but they will use it.
