Shared chimney leaking

I just bought my first home and unfortunately immediately upon moving in found the roof to be leaking at the joint with the chimney. I’ve had some roofers out for quotes and a couple of them have said that the whole back gutter of the chimney needs doing, half of which belongs to next door. The trouble is, next door is rented. Also, the tenant said that apparently the roof was “done” a year or so ago, where they had scaffolding up and all the tiles off then back on again. From what I understand from the roofers the repair job done on the chimney was essentially a cowboy job… I did ask next door to contact their landlord which they said they did but I haven’t heard anything.

I’m not sure how best to proceed. Is there another way to get the landlord’s details or do I need to go through the tenant? I’m also not hugely hopeful that they will want to pay for work done, and I’m not sure where that leaves me. Do I just get my side done and hope for the best? I’m worried it will just leak in from next door’s side. Also presumably I can’t just get the whole back gutter done without permission - not that I’d really want to be paying to do their side.
