Old Aluminium windows

The North and North-west facing windows of our house are double glazed grey aluminium windows. The rooms with these windows leak heat so fast that we have given up on heating them, there is a 2-3 C temperature difference between these rooms and rest of the house. The frames are always very very cold to touch and the glass is cold. The double glazing is clear and the glasses seem to the thick double glazing.
Is it worth trying to keep the aluminium frame and change the glass to a better version? or Replace the whole lot?

I've just had my old aluminium windows replaced as they are really not fit for residential living (as advised by the building managements contractor much to their disgust) - my building used to be an office block. The difference since I had them replaced a couple of months ago is incredible! It's warmer, its quieter, there's very little condensation now..Really should be doing some work...1

Had aluminium frames here set in to hardwood outer and fitted with 14mm thick sealed units. The units had started to blow, and the hinges showing signs of wear. Some of the openers wouldn't close 100%, so let a bit of cold air in. Didn't help that the windows had never been fitted properly, so always a nasty draught coming in around the edges.Replaced the last three windows back in June, and have noticed a huge difference during the last cold spell. Money well spent in my opinion. Minimal condensation on the inside, no draughts, and the house is much easier to keep warm. Her courage will change the world.
Treasure the moments that you have. Savour them for as long as you can for they will never come back again.1
