Final reminder Marston Recovery

Good morning.
My luck turned - last month I won a small claims court case against a parking company. Now this:
I moved last year, yesterday I got a phone call saying Marston Recovery visited my old address to recover costs for a pcn issued to me by Brighton Council. I wasn't aware of this, the old person didn't forward on the mail etc, the van I had at the time is long gone.
Anyway, they've given a final notice with £375 saying they will come back to take my belongings.
I've emailed the Northampton County Court to tell them I don't live there any more and given them my new address, to keep them away from my old address but any advice on what I can do? I tried contacting Brighton Council but they've passed the debt on. Can I challenge the fee? Will they settle for a smaller amount or am I going to just suck it up?

There are TEC forms and s witness statement you can do (to reset tge case to appeal) but you have to be very quick or the bailiff will attend and will add another 3 figure fee.
