    You don't need to buy anything.  If you can get to the post office you can probably get to the library and it'll almost certainly be free there.
    I used to live in a village. We had a post office but no library.

    True for many, I'm sure. The village where I now live had three post offices and a library. Just one PO left now. The library is in the nearest town. 
    I've also lived in a village that had no PO.
