If you are a working age professional and happy to ply your trade/ within their shores, then Spain perceives such individuals as worthwhile offering work visas and a defined path to residency.
For foreign non EU retirees, the route to residency is ( quite rightly) more involved and challenging.

It's not a Working visa, it's a non lucrative visa. I understand these are designed for people who are not going to work but have enough income (from say a house) that they won't need to work.
