    If you're not already on LED bulbs, that would be the first thing I'd swap & get a ticketed parent to do the rewiring where needed.
    It's tricky with other largely charitable tenants - where you can be allies, they'll help keep the lights off where not needed (although our disabled loo has a motion sensor, which is a reliable chuckle every time it's mentioned) - can you chat with them about where they need the heat & light as you plan a rewire? 

    I'm going to presume you already have as much insulation as you can fit, but if not, that's an expense well worth considering as an investment. Curtains at doors are not ideal - you have to be able to get the little dears Out in case of fire but draught excluders and properly fitting windows are more manageable. (The draught excluders of course get abused as footballs etc - have a craft session & make a lot of them - you'll find parents may be quite grateful & grandparents quite familiar! Cheap cloth & builders sand...)

    We have a book of games (& risk assessments) and we try to update it every year - the Scout that is hurtling from one end of the hall to the other is less likely to complain they are cold, even if the risk assessment is a centimetre thick, Done once, you can keep playing the game... Badgework can involve sitting & thinking so we try to herd patrols into the lobby for that and keep the others moving!
