The problem is the algorithm is so badly designed that you can effectively ignore the savings window entirely. You're rewarded for increasing your usage in the 3 hour reference window, which is pretty much the opposite of what they intended.
I don't feel guilty, but I do feel angry that these things have been implemented with so little thought. The in day adjustment was conspicuously problematic just glancing at the documentation. It wouldn't have taken much foresight to envisage the issue and mitigate against it.
It's possible that the majority of people won't figure it out and the overall effect will be as intended. However, in my opinion, the whole thing needs redesigning to be more rewarding for actually reducing peak usage.1 -
In-day adjustment is a perfectly sensible concept.
In-day adjustment based on a specific restricted period that can obviously be gamed seems like a glaring oversight as you suggest.
Looking at the BM report for yesterday, system demand was underestimated by ~500MW throughout the reference period - which could suggest many people are noticing the possibility.1 -
I'd hope energy companies would be able to see people who were really taking the p***, maybe a quick check on those in the top few % of "savers" and take action to disqualify those with unusual excessive use from further Sessions.

On what grounds would you disqualify them? The problem is the in day adjustment is baked into the way the electricity companies are rewarded by National Grid.
