Loft Insulation

I'm a tenant in a privately rented flat; it's a 3-story building that's been split into a ground and upper flat, and we have the top 2-bed flat. It's an end terrace, so there are 3 exterior walls, and single-pane sash windows throughout; so consequently it gets very cold in winter, particularly the bedrooms, which are at the top of the house, unsurprisingly no loft insulation. I intend to ask my landlord about the possibility of getting loft insulation, and having looked at the Energy Saving Trust website, there are lots of companies who offer a discounted rate/grant for insulation (like this: http://www.instagroup.co.uk/). No-one in the household is in receipt of any benefits, but I understand that it's still possible to get the work done at a reduced rate. Could someone explain to me how this works, and how much I should expect to pay? Is there anything I should be aware of or any hidden costs?
