Uk Parking Management appel

So I recieved a parking fine from UK Parking Management and I appealed the fine through there website, 

I got a reply email saying they had recieved my appeal and should here from them within 35 days, This was the last I heard from the Parking firm.

Last week I had Debt recovery plus send me a letter demanding £170, I contacted them explaining Uk parking managment had never responded to my appeal so after 56 days the appeal is won automatically.

The debt company send me a copy of an email I have never seen or recieved ( I have checked all junk and deleted folders) I never recieved it 

Now the email the debt company sent says my appeal was denied and I have the right to appeal to IAS Independant appeals but there is no 10 digit reference on this email so even If I had recieved this email I would not have been able to appeal to POPLA, I have tried with no joy of getting hold of anybody from the parking company, 2 emails have been sent with no reply. I have also made a complaint to the BPA awaiting there response 

As they have broken there code of practice by not supplying the 10 digit reference number on there refusal of internal appeal ( the one I never recieved) do I have grounds to fight this ? I am prepaired to take this to court if I need to

    It isn't a fine.

    No such company that I recognise.  Please check and tell us who you mean?

    If it's UKCPM then they are not in the BPA and do not offer POPLA (BPA firms only).

    I have also made a complaint to the BPA awaiting there response.
    Because UKCPM are in the IPC.  If you mean UKCPM?

    Not sure where you read that POPLA applies (some basic website that doesn't know the difference between BPA and IPC firms?) or why you contacted the pointless debt crawlers DRPlus?

    None if this is what is advised in the NEWBIES thread!

    Post 3 tells you the difference between POPLA and the IAS (AND NEVER TO TRY THE NON-STANDARD £15 IAS!)...

    ...and post 4 tells everyone to laugh at and ignore DRPLUS letters...no-one takes them seriously.

    But why didn't the landowner just cancel it for you when you complained?  As per PLAN A in the very first post of the NEWBIES thread.

  • sorry just checked the email reply : UK Car Park Management Ltd
    The BPA have emailed back saying they were not members at the time so POPLA would not apply but the email has there logo on stating they were members

    Try a land owner cancelation /wait for any court claim
    Advocate in the County Court dealing with a variety of cases, attending the courts in the North East and North Yorkshire

    They may be corporate members of the BPA but they are not members of the BPA's Approved Operator Scheme.
