Combi boiler/thermostat settings

they used a very basic Class 1 thermostat though

Not sure if I am just getting more confused! Sounds like I am better off reducing the flow rate and leaving the thing to come off and on all night to reduce the reheat time, but then the boiler just seems to be on all the time...... Cant win
