EXCEL PARKING - NO GRACE TIME ALLOWED

I read that parking company has to give grace time (for going in parking up etc & grace time for leaving i.e. walking into carpark/unloading shopping etc. This does not come into force if it is parking for an hour or less though. So imagine you have to drive down lane, go to notice, read, put yr dosh in then walk back to shop. So at Xmas you take 5 mins too park up, take out pram/wheelchair go to machine, walk back to shop, do your shopping, wait at till for 10 mins as only one operator on and a queue a mile long, walk back to car, unload shopping, put away pram or wheelchair. wait for the idiot to move who is waiting for a space. Guess what you are 1 minute past your time, hey presto you get a parking charge. Wonder how many people get caught out with this one. Hardly fair is it!!! Just thought to mention this so consumers at Iceland don't get caught out. I have written to Iceland to ask them to xtend the time allowed say 1 hour 2 mins instead of 1 hour just so you get grace time. As this sign shows it is 0 -1 Hour

OK - a scam, we agree - you won't be PAYING Excel though!
I see that you posted this separately (please keep all questions in a reply here on this single thread):What would be better option in your HO
Should you
a) Deny you are driver as out of time for PCOA so can't rely on it
b) Appeal - have good reason to but after reading posts on here sounds like they will not accept it
c) email them and tell them where to stick it
I prefer the third option
Thoughts on this please, thanks,I prefer (c). Tell them to start complying with the incoming DLUHC Code of Practice and stop scamming people.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
