Energy Bills scheme advice for tenants

Hi just wondered if anyone could give me some advice about this payment.
My son & girlfriend rent a flat above a shop.  They do not have an electricity meter.  It is shared with the meter in the shop below.  They do not pay electricity however they have an individual gas meter and pay their own gas.  (This has been confirmed by the landlord).
They do not get the energy bill discount as they do not have a domestic electricity point.  
Is there anyway they can get this payment another way?

    Don't think so.
    Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

    The Energy grant is for those that have an electric account. They don't pay any electric so therefore they're not entitled to any grant.

    No.  If they struggle to afford gas they can contact their gas supplier to see if there's anything they can do to help, but to be honest they are in a much better position than many others living in a similar setup because they don't have to pay electricity.  That is not a judgement at all, but simply to help them see their situation in perspective.
    Most other people in similar flats are having to pay business rates for electricity which are much higher than domestic rates, uncapped, AND they are not eligible for the £400 either.
    (I can understand still feeling aggrieved as the help is intended to go towards heating, but the reality is they are saving money compared with virtually everyone else by not needing to pay for electricity.)

    Something was nagging me so I checked again - the government did say about alternative funding for those who didn't qualify for the EBSS https://www.gov.uk/government/publications/energy-prices-bill-how-households-and-businesses-will-be-supported/how-households-and-businesses-will-be-supported-by-the-energy-prices-bill#energy-bill-support-scheme-alternative-funding

    HOWEVER nothing more has been announced so as far as I'm aware we don't know if it will happen, let alone when or how.

    Likely the landlord is not getting the payment either if they are sub-connected to a retail supply as that will be a business account not domestic.

    Is their electric included in their rent and a fixed amount each month, or does the landlord bill them on usage?

    Is the electricity included in the rent for the flat?
    Or is there some other way that the level of usage is measured?

    It's probably not in the spirit of things, but what is to stop them using electric heaters instead of gas?
