Not sure why you complained? They are right that they can issue a non-POFA NTK, which is exactly what this was. Nothing wrong with it.
Why do they suggest that you told them who was driving? It says they asked for that information and you supplied it, surely not?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I complained that they extended the appeal time by 14 days to allow me to state who was driving.
I did not tell them who was driving.
I understood that as per the BPA guidance they should not have extended their appeal window. A previous poster suggested I complain.
They have disagreed with this.0 -
They were allowed to extend the time for further info so there was no complaint there.
