I received an equivalent email from Octopus, but you have to apply if eligible which we aren't. I notice it's qualified with ..
"Application numbers are limited, so please apply as soon as possible." 

Surely a social benefit shouldn't be capped in term of the number who can receive it, and certainly not on a first come first served basis.
