You do not need to be registered for council tax to open any bank account. However, many banks look for you on the electoral register to enable them to identify you. This is more usually a requirement for a current account rather than a savings account but it does happen sometimes.

There are no extra requirements for a fixed rate account as compared with a non fixed rate account.

When you mention your bank details, to which bank account are you referring? This second question is bit vague.
