Paypal charges for an inactive account???

Hey - are the emails I get from Paypal legit? They say that I will be charged for having an inactive account.
Obviously I would never click on the link in an email I wasn't sure about so I went online to Paypal directly. When I got on there I saw that there was a small credit on my account. I have no idea why. I can't even remember when I last used Paypal. Likely it's been a few years.
I might have said that I have never used it but why then would there be an account and links to 2 payment sources that are definitely mine??

PayPal introduced an inactivity charge a year or two back, so it's quite likely they are legitimate emails. All you need to do really is log into the account every 12 months and this should prevent you being charged the fee. Alternatively you could close your account.

Thanks - how likely would they be able to tell me where the small credit came from?
