I tried to use the discount code today and Vans told me that this is nothing to do with Vans and is a malicious website

This competition is held by VF Corporation NOT Vans which may be why Vans aren't aware of hosting it.
They seem to be a genuine company being a Wholesale of clothing and footwear, although their business address doesn't match the one in the terms and conditions, but it is an address they had been registered with until 08 Mar 2022.

That doesn't explain why your discount code wouldn't work and why they are saying it is a malicious website.
Did you try online or in-store? Although the discount code does seem very generous.

Luckily it looks like they only asked for people's Gender, First name, Last name, Birthdate, Email, City and Country. Which people could obtain elsewhere, just be cautious of every email that goes into your inbox and be-careful what information you supply and what links you click, as always.
