PCN (post) from Euro Car Parks


I'm trying to do due diliegence here to get this right. I'd apprieciate any clarity. Initial reading of the stickies suggest appeal via their online site using the template. Additional digging conflicts this: Complain first, then appeal.
This BPA
firm’s NtK letter dated 25/11 is for an unpaid 20 minute stop between 8.55 and
9.18 in an unmanned, cashless car park run by ECP. This car park was chosen due
to its proximity to Man Met Uni for a one off event.
There is 14 day time stipulation for a reduced fee (£60 instead of £100) and a 28 day response requirement before further action.
The letter appears to have been delayed due to strikes. It arrived Nov 30th The car park, (as per letter) York Street Manchester did display a sign connecting it to a hotel. There is no recollection as to which, and the ECP site isn’t declaring. Google doesn’t reveal a connection to complain to.
The person who stopped in the car park wants to appeal this charge. They didn’t park. They moved elsewhere as they couldn’t use the cash free portal/app. The online portal failed to process the payment returning from the bank app to the payment portal. It continuously reset the form when requesting confirmation from their bank. As a result they moved car parks, and was over 30 minutes late for the event.
The car was never parked in an unfamiliar city car park close to the needed venue. ECP’s system failed to process two attempted payments. The driver at the time has confirmed this with their bank. Authorisation was given for the payment at three separate times within the specified parking, no payment was taken by the parking company (Payment attempted to Mirada Connect 9.11am 9.12am 9.17am) Evidence is available but will be delayed due to postal needs/distance from branch.
Should the appeal
use the template once evidence has arrived, and not complain first (due to not knowing where to complain)?

(Should anyone have issues with the transfer between banking portal authorisation and car parking site apps/sites dropping the info please call your bank even if there is no evidence on your statement, there is a digital trail. )

Plan A is for the vehicle keeper to complain to the landowner and their MP.
Plan B, if a cancellation is not forthcoming, then the keeper should appeal using the template in blue text they will find in the sticky Announcement for NEWBIES. It should be sent unaltered.
Plan C, if that is rejected then the keeper should read the third post of the NEWBIES in readiness to make a PoPLA appeal. The keeper should get photos of the site and signage in readiness.
What was the date of the alleged event?
Has the keeper checked to see if the NTK is PoFA compliant and capable of holding the keeper liable? A link to the PoFA can be found in the NEWBIES, or using a search engine of the keeper's choice.

Update,I was unable to 100% identify the property owner.I've recieved a rejection on the appeal. 11/1They can't find a payment (Attempted payments were made. Evidence from the bank was included in the appeal. Their system failed to process it.)They are now asking for my full name and email so they can track it through there system - and in the same letter rejecting the appeal as the car was on the managed property for 20 minutes.(How is any driver is supposed download apps, process payments and such without entering a car park and stopping first. Are they suggesting using a mobile phone while driving?)The rejection letter ncludes the *part* registrations of several cars -excluding the car registered to me- for the incorrect date and time of day. As i'm resorting to plan C now, Is this error something I can use on the POPLA appeal?I realise that this bombarmdent of stupidity on their part is to frustrate me into simply paying to make it go away. I absolutely can not afford fuel to return for photographs though.

As i'm resorting to plan C now, Is this error something I can use on the POPLA appeal?I would. And you can usually get photos of the entrance sign at least (or lack of signage) on Google Streetview.
