If this car park was the official meet and form up location, then Tesco must have allowed it and should have foreseen the problem.
As @KeithP says you really should tackle Tesco about this. I think they should help, as they really will not want to be associated with a Remembrance Day issue. A point I would underline very strongly to them ....what would the papers say ?????The pen is mightier than the sword ..... and I have many pens.5 -
It is not a fine.
Complain to the CEO of Tesco as well as your MP, asking them to forward your complaint to the MP where the alleged event took place, as well as the Secretary of State for Defence.
I suggest you also contact local and national press and media, as well as The British Legion/Poppy Appeal, Help for Heroes, and anyone else who might be interested in the disgusting way you were treated. I am quite sure you will not have been the only victim of this unregulated industry referred to as rogues, scammers, and bloodsuckers by our MPs.
Failing that, appeal as keeper using the template in blue text you will find in the sticky Announcement for NEWBIES. Add a one liner that the NTK is not PoFA compliant so Horizon should cancel now in order to save themselves money.

If I was to park in my local tesco and then took the car out 60 mins after I am supposed to just because I could not be bothered, how could I 100% successfully appeal that, please??
Is there any evidence by appealing as requested above, I'm 100% guaranteed not pay the out and the outfit will not chase me until kingdom come with threatening letters, increased charges etc, etc.

Read the newbies thread it tells you what to do. I don't know if Tesco use the same PPC for all their car parks though.

As you have already found out, there is no such thing as a 100% guarantee.

Yes 100% guaranteed to win at POPLA, of course.
Horizon's choice not to use the POFA. The remedy is and always was in their hands and they leave themselves open to appeals by registered keepers.

UPDATE:
My appeal through Horizon (even after speaking with Tesco) was met with a very generic/automated/robotic response stating they would not cancel the fine for a variety of reasons. It was quite clear they hadn't read my appeal or viewed the evidence I provided.
The most infuriating thing was Horizon stating that although they wouldn't cancel the fine, they would hold the amount to be paid at £70 "as a gesture of goodwill". But not the reduced price of £30?
So back to Tesco I went via WhatsApp. After a bit of back and forth over the course of 1-2 weeks a lady who had been dealing with it all messaged to say it'd been cancelled.
I felt lucky, which was strange because starting this whole debacle I thought it was clear as day that it would be easily dismissed. I completely underestimated how Horizon operate - 'bloodsuckers' as they have been described previously seems very fitting.
Going forward and 'lessons learned' I would definitely change the way in which I had appealed, especially through Horizon.
I provided far too many details of myself, what I was doing, why I was there so long, who I was with etc to then escalate to POPLA and refuse to identify who was driving etc.
I was in the mindset it was such a niche scenario that it would be fairly straightforward to cancel. Better to play it safe next time.
Thank you for all the responses and help. I may not have went through the best course of action but it all helped me to apply pressure to Horizon/Tesco.2 -
