How to rotate a photo by just a few degrees?

I dont know if this can be done or not! I have a photo which I need to striaghten up by a few degrees. It has the horizon in it so its quite obvious that its at an angle! I dont need a full 90 degree rotate but just a few to get the lines straight. Is there any software that can do this? preferably free as I only have a couple of shots I want to do this to? I am using photoshop but I also have microsoft photo editing siftware? thanks

I'd use Google Picasa for it.. it has a function specifically for tiny rotations and it adds guidelines to make sure horizons are level. I also use it for organising all my photos

Why would anyone use Picasa if they have the best - PhotoShop?

Because Picssa lets you judge it by eye (you don't enter X degrees to rotate, you move the image round until it matches up with an overlaid grid) and it's a free program. I have Paintshop pro X2, which can also do manual realignments, but I prefer Picasa as it will also crop the rest of the image and finish it off without additional background left over0
