Euro car park PCN at Home Bargains Alfreton

Hi,
Just want to know if I have a case to appeal this. I was issued a ticket on 18.8.22 but didn’t receive it until 7.11.22. I was at work but also visited Home Bargains. Photos were taken of me leaving and returning to my car with my case by a warden on foot. Because of the late issue if the PCN I noticed the appeal date had been stamped over and was illegible on the notice. I went on line immediately to appeal which was refused saying it had expired I assume due to the altered appeal date stamp. Euro were now asking for £100 but after sending 3 emails explaining my issue they have said I can now appeal in writing.
Any thoughts would be welcome.

Appeal in writing as keeper, NOT SAYING WHO WAS DRIVING OF COURSE!
If 'in writing' has to be by post, get a free certificate of posting from the PO counter (not special delivery nor signed-for).
Also email a complaint about this and image of the PCN, to the BPA on their complaints portal. Do that at the same time as the written appeal.
When was this PCN dated and does it state that the keeper/you will be liable? Don't guess or try to assume or interpret their words. If unsure, show us both sides with your name & address and VRM redacted.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
