Minster Baywatch PCN arrived over a month after "issued"

Back in January(22nd to be exact) I forgot to pay for parking at a local hill, easy mistake. I heard nothing of it until March 2nd where I received a PCN saying that I owed £100 and that if paid within 14 days of issue it would be discounted to £60, so I paid this thinking that was the matter finished.

Later in march I received a second letter saying that I now owed £155 for not paying within the agreed timeframe and that I would then be sent to court if this was not paid. After some months of telling them I had paid the £60 they ended up saying that I had paid the £60 after receiving the second letter saying that I owed £60. Which is not true. Their argument(which is unfortunately solid given the exact specifics and their use of the Protection of Freedoms Act 2012 p9 section 6) is that the notice was served on the 27th(or 28th) and that I had paid the reduced sum after the 14 days period (which wasn't right to me as my assumption was that I had just received a PCN, so I now have 14 days at a reduced cost), they then claimed that I received the second letter and decided only to pay the first letter.

I am unable to prove I received the letter on March 2nd and upon asking them for the date that they sent the letter they hit me with the Protection of Freedoms Act 2012 p9 section 6, which is - "A notice sent by post is to be presumed, unless the contrary is proved, to have been delivered (and so “given” for the purposes of sub-paragraph (4)) on the second working day after the day on which it is posted; and for this purpose “working day” means any day other than a Saturday, Sunday or a public holiday in England and Wales."

So now I am about to go to court and am wondering if there is anything I can put in my defence or any way I can get the information that I need out of them in order to prove my case to be true?
I have also found other accounts of the same thing happening to other people with the same company as well as plenty of angry customers who all know Minster Baywatch to be a scam.

    Such a shame you paid £60.  Never pay a scam.

    One email appeal as keeper would have cancelled that PCN in the Spring.  it was a cinch to win at POPLA free of charge.

    "About to go to court"?

    If you have an actual court claim - not just silly letters threatening it - what's the date of issue of the claim form (top right) and which solicitor?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
