If a windscreen PCN is not signed/initialed where it clearly indicates "Signature/initials" does this have any bearing on its legitimacy?

Cargius is not an appeal and should have been archived by everyone years ago. Absolutely useless case nowadays, no relevance and not needed because one appeal beats APCOA immediately.
