Wanted - free photo to slideshow maker will work on a TV

Sort of as per title
I'm looking at making a slide show, nothing too fancy or techie, from my photos currently stored on my PC
My intention is to add whatever slide show is created onto a USB and then plug the stick into any USB device, be it TV, laptop etc, and it will just play without having to instal any additional program onto the TV or laptop etc, i.e. the operating programme is integral to the slide show
Searching gives a few slideshow makers but without me trying them all has anyone any ideas?
I do not want to load slideshow or photos onto web to somewhere like Google and then download to play, I'm looking for it to be stand alone and internet free
PS, it also needs to work on any TV with USB input, regardless of make

The only way I can think of is to make a 'video' of the photos ie video each photo for say 10 seconds and then play the video.
Google is your friend but for example:

As above, the logical thing to be on the memory stick is media, either a video in a standard format or a series of photo files. The latter would require that the device it is plugged into can play a slideshow when presented with the photo files.1

Some will have the option as the screen saver.
Every TV is a big ask as a plug and play.

Window's default photo viewer will display a folder of photos as a slide show
All the Smart TVs I've used (admittedly that's only 2) will do the same1 -
There is no possible way of having an app on the USB stick that works on all the different kinds of devices you mention. The TVs aren't going to be running Windows. And even if you could, do you really want your devices to start running software on any USB sticks that get plugged in? That's a security nightmare.Just put the photos and nothing else on the stick, then use whatever photo viewer app is on the TV or your computer to display them as a slideshow.1
