British Airways Lost Luggage

After returning to Heathrow in the early hours after a delayed flight. All passengers on the flight were told their baggage wouldn’t be returned because baggage handlers were no longer working at 1am. Hundreds of people were completing forms for missing baggage. 
Three weeks later one of my suitcases still hadn’t been returned so I submitted a claim for lost luggage, I’m now 5 weeks without my belongings. No acknowledgment of my claim received
i called to speak to a rather rude man at British Airways that the team who deal with claims don’t take phone calls and he could not assure me how long I’d have to wait for a reply let alone reimbursement 
where do I stand?
