    well, if the retainer bit is plastic,
    Latch For Gas Meter Box - Kirby and Wells
    you could prise open the top of door enough to get a hacksaw blade through and saw your way to freedom.

    If you manage to get in   If the lock breaks  and you can't re lock it
    Tape it closed temporarily    then fit one of these  


    or similar   I have had one on mine for nearly 20 years    also handy for small deliveries  ( put in gas box in delivery instructions)

    It is brass (according to the description). It will be fine outside.
     Personally, I'd be giving the box a tug at the bottom to see if it will lift off the wall. If it does, the very simple catch used in these boxes can be fixed relatively easily. And if the door is painted shut, attacking it on the workbench is a better option.

    Mine had a plastic retainer like the one above and I managed to drive a screw into the triangular bit and undo it with pliers.
