Google verifying Account message

I am not very technical. My Old smart phone has packed up I have purchased a Motorolo phone which has been reset. Apparently the previous owner has passed away and the relative does not have their E Mail address/password. The message keep appearing saying Google verifying account which it will not do without the previous E Mail address. Obviously it should have been Factory Reset. Is there anyway I can reset the phone so it will work. I have tried putting in my O2 sim card but nothing happens. I have also tried sliding my finger on the screen to get settings bot it does not happen screen does not move. is there anything else I can try .help please

it is a Motorola Moto G3 3rd Generation 8GB.should I put in the O2 SIM card or leave it out before trying your suggestion. Thank you0

I am single pensioner and have been given a Motorola XT1541Smart phone which has apparantly been unblocked,, The previous owner has sadly passed away. and her google e mail address is unknown

Having read the responses above I suggest that you ask for your money back and go elsewhere to buy a different phone.3
