London Congestion Charge minor error leading to a PCN

I don't know in practice what attitude they take, but I would think it ought to be - as I presume the DVLA wouldn't have issued anybody else with a plate with the zero?1

So why was it late payment when they had your address all along? IE, even if you have entered the number by mistake they still got your details, so I don't follow.0

Though it wouldn't take too much effort to have a system which detects non-existent (or at least unlikely) numbers and queries them when you enter them.2 -
I successfully appealed one a couple of years ago because they put a diversion through the zone and I strayed off it because one of the signs had fallen over.
The whole appeal is online and very straightforward so I would definitely do it.2 -
