    Why haven't you told Halifax that this was fraud? Report it to Action Fraud as well.

    On what basis would claiming it to be fraud be more likely to get the money back?

    The only actual evidence that OP has is that they made a credit card payment to a company and didn't receive the expected goods, which should suffice for a non-delivery chargeback.  There are obviously various red flags about the company(-ies) concerned but they're essentially circumstantial here, so what do you think would happen differently if OP was to assert fraud to Halifax, i.e. what specific processes do you think they'd follow that would achieve a better outcome for OP?

    I can't fault Halifax. There were 5 Amazon payments on my credit statements over 5 months none of which I made and didn't pick up on till the 5th month,  after lengthy telephone calls with Amazon who didn't recognise any of them I next spoke to Halifax. Customer services transferred my to their fraud department and tracked the payments to the US Amazon site, It appears my card had been cloned, I was reimbursed on  all 5 charges

    You can't claim fraud when you make the payment. That is only when a unknown 3rd party uses your card details. Action Fraud will do nothing unless they get lots of complaint's & it gets passed on.

    From what OP is saying Halifax did a non receipt chargeback against "Safe online payments" who debited the OP card. Which is all they can do. "Safe online payments" have then contested on the basis that they did supply the "Service" of moving the money for the OP. (PayPal used to do that, but do not anymore).

    Sadly unless OP can find where 
    Safe online payments sent the money & chase the trail that way. But odds on it has gone aboard with no way to get it back.
