All of this confirms that the keeper can't be held liable by a parking charge notice issued under contract law (by any private firm).
And as already stated, if there is a Council camera it can ONLY be used for car-counting purposes (traffic flow info) and the images can't be used for issuing PCNs. Not allowed since 2015.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It is infested by APCOA, as is the main station car park.

I'm unsure what your problem is, you haven't got a PCN from APCOA what are you trying to achieve?

You subsequently asserted...The car park in question is Basingstoke Station - North Yard car park....has thrown us off track.
The North Yard car park is APCOA managed.

You should be able to edit posts and thread titles so it would help if you would amend this thread title and remove any reference to council car parks from your posts.
